Kennett told Fairfax Media on Sunday he believed the disqualification of New Zealand jockey David Walker for seven years was handled better than RVL did two years ago with Damien Oliver, who was outed for 10 months for betting on a race.

"We welcome Jeff's new-found interest and passion for Victorian thoroughbred racing, however his comments depict a lack of understanding of our administrative and operating model," Roulston said on Monday.

"He wrongly questions the integrity and professionalism of each director on the RV board and of the members and stakeholders who democratically elected them, both for their business acumen and their racing knowledge. Unfortunately his statements have been without substance."

Kennett said that he hoped that premier Denis Napthine would intervene and "dismiss" all the board members, claiming a lack of independence.

"As with any professionally administered company, a director is required to declare a conflict of interest at any RV board meeting and is thus excluded from presiding over the matter in question," he said of the Oliver disqualification.

The head of RV's integrity services, Dayle Brown, was also critical of Kennett's comments.

"The independent racing integrity commissioner Sal Perna conducted a review of Racing Victoria's handling of the Damien Oliver case and found that our independent investigative panel took a professional and methodical approach to its investigation and did so without interference from the RV board," Brown said.

"Furthermore, the racing integrity commissioner also found that the penalty imposed on Mr Oliver was reasonable in the circumstances given the precedence upon which stewards had to rely and the evidence at hand."

Oliver was disqualified in November, 2012, for placing a $10,000 bet on a horse in a race at Moonee Valley in which he rode another horse. Walker was outed last week for deliberately restraining his mount  after backing another horse in the race at Otaki in August.
