The planning proposal includes approximately 195 hectares of land for industrial use, while 40 hectares of the site is set to be environmental conservation lands.
A further 64 hectares of environmental living lands could allow for the establishment of four large lots fronting onto Black Hill Road.
Cessnock City Council endorsed the planning proposal at its November 2 meeting.
The planning proposal has undergone multiple changes since 2012.
Cessnock Mayor Bob Pynsent welcomed the determination by council.
“As a community we must plan for the future, this is about creating jobs and promoting growth within our local government area,” Cr Pynsent said.
As compensation for the development Cessnock City Council will enter into a planning agreement with the proponent.
This agreement will involve the protection of high-value environmental lands both on and off-site.
