Floyd Hennessy is facing multiple charges, including culpable driving causing death after the incident at Dingley Village on Friday.

The Dandenong South teenager applied for bail in the Melbourne Magistrates Court on Tuesday after handing himself into police over the incident, but it was refused.

The 19-year-old stopped his Holden sedan on the victim's street and appeared to be looking at a parked car early on Friday morning, Leading Senior Constable Lauren McNiece said in court.

The victim confronted Hennessy and jumped on the front bonnet of the car before the accused got into the driver's seat and took off, the major collisions unit detective said.

Hennessy allegedly braked heavily several times while the victim was hanging off the roof racks of the car before the man fell off and was caught underneath the vehicle.

He was dragged for 80m and was left with fatal injuries, Sen Const McNiece told the court.

A passerby found the 53-year-old victim lying on the street.

The Holden sedan was later found dumped, hidden in trees, she said.

Hennessy handed himself in to police on Monday afternoon and admitted he was on his L-plates, the court was told.

"He's a danger to the public on this occasion because someone has actually died," she told the court in opposing bail.

The alleged incident was captured on CCTV.

She also told the court the family of the deceased man "would be on the same page as us" and did not want the youth released on bail.

A forensic analysis of the car and its mechanics needed to be undertaken and DNA tests were also needed, the court heard.

Hennessy is also charged with dangerous driving causing death, failing to stop after the accident, failing to render assistance and driving as a Learner without an experienced driver next to him.

He was supported in court by his mother, brother and friends.
