Located off Ash Street, the 14-hectare village will comprise more than 160 land lease sites, resort-style facilities and easy access to the Cessnock township and vineyards district.
The estate's name is a nod to one of Cessnock's original landholders, John Campbell, who named the town after his ancestral home in Scotland in 1826.
It is being developed by Lincoln Place, a company that specialises in the creation, development, management and operation of active lifestyle retirement communities.
Lincoln Place business development manager Steve Bowmaker said the estate has already attracted an "extraordinary" amount of interest, having already fielded 183 inquiries up to Monday this week.
Mr Bowmaker said the majority of the inquiries have come from local residents.
"People want to age in place - this gives them the option to stay in the area and live in a secure environment at an affordable price," he said.
"There are a lot of older people living in three or four-bedroom homes on quarter-acre blocks in Cessnock, close to town, that they can no longer maintain.
"This gives them the opportunity to sell these homes and stay in town, and gives young families the opportunity to buy those homes and live close to the CBD - it's a domino effect."
Campbell Estate's approved features include a swimming pool, residents' clubhouse, bowling green, theatrette, gym, craft room, community garden, mens' shed, caravan and campervan storage, a café, bar and kitchen, outdoor dining and barbecue areas.
Heatherbrae-based Hunter Valley Homes has been engaged as the builder.
A sod-turning ceremony was held on Monday, with Member for Cessnock Clayton Barr and Cessnock councillor Jay Suvaal (representing the mayor) doing the honours.
Civil works are due to start within the next fortnight, and - depending on demand - phase one (including 43 homes, plus community facilities) is expected to be complete in about two years' time.
