The election will be held on Saturday, December 4, after being postponed twice due to the COVID-19 pandemic.
Pre-poll voting will open at the Cessnock returning office (Shop 7, Cessnock Marketplace) and Kurri Kurri Community Centre on November 22, and at Branxton Community Hall on November 29.
Current mayor Bob Pynsent is retiring and four councillors will not recontest their seats, meaning a relatively new-look council will be formed.
Voters will determine the city's new mayor, plus three councillors in each wards.
There are four candidates in the running for mayor, and 49 candidates vying for the 12 councillor positions across the four wards.
The ballot draw took place on Thursday. The candidates are (in ballot paper order):
