There were only 16 cases confirmed in the region in the 24 hours to 8pm on Monday, with four each in Newcastle and Lake Macquarie and two in Maitland.
Another four came from Midcoast Council local government area, while Moree Plains and Tamworth each detected one case.
Cessnock had no new cases on Monday, following donut days on Sunday and Thursday.
Just nine new cases of COVID-19 have been recorded in Cessnock since last Tuesday, down from 24 in the seven days prior to that.
The 16 new cases announced on Tuesday morning brought the health district's total in the current outbreak to 4191.
There are 601 active cases in the health district, with nine of these cases being cared for in hospital, including three in ICU.
Tuesday's daily case tally put the Hunter New England tally behind all Sydney health districts except Northern Sydney.
Statewide there were 173 fresh cases announced on Tuesday and two deaths, both in Sydney.
Across NSW, there are 196 COVID-19 patients in hospital, with 34 in intensive care, 13 on ventilators.
As of Sunday, the statewide vaccination rates are 94.4 per cent first dose and 91.9 per cent second dose.
Cessnock's double-vaccinated rate rose half a percentage point to 93.4 per cent this past week. The city reached the 95 per cent single-dosed milestone in the week ending October 31.
A walk-in Pfizer vaccination clinic will be held at 88 Aberdare Road (opposite Cessnock High School) this Friday from 12.30pm to 4pm.
