All 10 existing sides, and promotion hopefuls the Northern Hawks, recently submitted expressions of interest to state governing body NSW Rugby League.
However, a final call about the competition has yet to be made and it's understood the matter was deferred to October's board meeting.

When asked about next year a NSWRL spokesperson responded: "At this stage there is no new information about 2022 competitions. We will know more once we have more information from the NSW Government and updated public health orders".
If approved, Newcastle RL expands to an 11-team competition and the home-and-away rounds potentially increase from 18 to 22.
Player payments are generally formulated per game and rosters are currently a work in progress, but clubs are yet to receive a definite structure from NSWRL.
Meanwhile, the Newcastle RL board have opted not to hand out any awards in 2021 after all competitions were recently abandoned because of coronavirus.
"As the competition was impeded by COVID and could not be completed with all teams and players given equal opportunity, it would not be fair to go ahead with any awards this year," Newcastle RL chief executive officer Charlie Haggett said following a meeting this week.
The Newcastle RL player of the year prize, which had been led by Tyler Randell, was officially canned last month but other gongs were initially being considered.
