Long jumper Whelan, 22, and shot putter Harvey, 23, travel to Mackay next month (June 7-11) after being named in the Australian senior team for the event.
Spots for this year's Games in Birmingham (July 28-August 8) remain up for grabs with Whelan and Harvey both outside chances.
Whelan, who now trains on the Central Coast under the same coach as Olympic silver medallist Nicola McDermott, has a personal best of 1.85 metres.
Harvey, who attended his first Oceania meet in 2019, recorded a season-best 19.05m in Brisbane last month.
Athletics Australia also listed Hunter trio Montana Monk (800m), Mitch Lightfoot (110m hurdles) and Ashlyn Blackstock (discus) in the national under-20 squad for the Oceania event in Queensland.
Meanwhile, Wickham-based wheelchair athlete Luke Bailey won the men's Sydney 10 in a time of 24 minutes and nine seconds on Sunday.
